JEFFERSON CITY, MO. — Missouri legislation seeks to limit animal-rights arguments in cases of non-economic damages. House Bill 1513 would prohibit anyone from providing an animal a right, privilege or legal status equivalent to or exceeding those of a person. The House rules committee recommended passage of the bill on Feb. 23.
