Pet owners ask themselves 1) what's the risk to my pet of being injured or having an illness, and 2) what's the risk to me financially? If the expectation of that pet owner is that their pet has a high probability of injury in the future, it makes sense for them to buy pet health insurance to protect themselves and their pet.
