MONTGOMERY, ALA. — Alabama lawmakers introduced a bill March 29 that would require veterinarians and veterinary technicians to report torture or cruelty to animals and exempt them from becoming liable in any civil or criminal cases brought about as a result of the abuse.

Anyone who fails to report animal abuse could be fined under the proposed bill, but certain animal-husbandry and agricultural practices would be exempt.

The bill is awaiting a third reading by the House Agriculture and Forestry committee.
