Arnold Schwarzenegger signed S.B. 861, which allows cities and counties to enact dog-breed-specific ordinances pertaining only to mandatory spay and neuter programs and breeding requirements. The law states, however, that those ordinances can't declare a specific dog breed or mixed dog breed "potentially dangerous or vicious." The bill requires jurisdictions that implement breed-specific programs to provide quarterly statistical reports relating to dog bites to the state public health veterinarian.
