The Humane Care for Animals Act was introduced Jan. 30 and would limit legal ear cropping and tail docking to only when medically necessary and performed by a licensed veterinarian. Otherwise, it would be considered "animal torture" and subject to Class 3 felony penalties, according to the bill.
Presently, ear cropping and tail docking are legal in Illinois, but the new bill would take effect immediately upon passage. It was referred to the Illinois Senate's Agriculture and Conservation committee Feb. 4. No further action is scheduled at this time.
