The Pet Animal Welfare Statute of 2005, introduced in the Senate (S. 1139) and House of Representatives (H.R. 2669), is designed to strengthen the regulation of the pet industry. It cracks down on commercial breeders by requiring any breeder who whelps more than six litters of dogs or cats and sells more than 25 dogs bred and raised on the premises to get a license.
