Minneapolis-The Minnesota Senate passed a bill that would deem it a felony-leveloffense for anyone to intentionally torture or kill pet animals.
The bill, sponsored by Sen. Don Betzold and House sponsor Rep. JamesClark, was passed 48-13 and is designed to address the most serious crueltyacts toward pets.
Betzold says the state is known to have the weakest animal-cruelty lawsnationwide.
The bill applies only to "pet or companion animals located in anarea that is not zoned as agricultural." This bill intentionally excludeslivestock and animals used in research to address objections from agriculturaland medical interests.
Bill supporters include the Minnesota Veterinary Medical Associationand the American Humane Association.
