- An Illinois Senate bill that would have labeled cosmetic ear cropping and tail docking as "animal torture" was cut to the point of removing all substantial policy change.
On Jan. 30, the Human Care for Animal Act, Senate Bill 139, made its way to the Illinois Senate. It classified any ear cropping or tail docking, unless performed by a veterinarian for medical reasons, an act of animal torture.
But several Senate committee meetings later, so much of the language was removed, the proposal essentially only includes a title now. The bill has been tabled, but could be re-amended and introduced at any time, according to state legislative records.
