What's the most pressing issue for small businesses that Congress and the President should address? Tax relief, say 26 percent of small business owners surveyed for the Small Business Monitor, a report by OPEN from American Express.

Improved ability to offer or expand healthcare benefits was the next-most-pressing issue, with support from 20 percent of respondents. Tied for third with 14 percent were low interest rates and reduced government paperwork and regulations. And more access to small business financing was the top concern for 7 percent of small business owners.
