Dr. Dean Wyatt, a veterinarian at the United States Department of Agriculture's Food Safety and Inspection Service, was expected to cite cases when inspector violations were simply overruled despite animal-welfare violations like shocking and butchering calves too weak to stand. He was slated to make the comments during testimony at the U.S. House Oversight and Government Reform Committee.
